I guess they mean as in a relationship there are different stages.. 1rst base could mean like kissing and stuff.. So technically the further the base you are, the further you are in the relationship.. Ex: 1rst could be like huging but 2nd base is kissing. So its just like that.. Hope that helped atleast a bit..
