Since everyone's answered for the drunk part:
You can also type when youre high. Well--if it's just pot. My friend talks to me online when he's high and the only reason I know is because I know how he acts when he's high. His typing is fine.
I'm pretty sure being drunk affects your typing more.

Well, when I'm tipsy, I can, but when I'm so drunk I can't think, then no, I don't make much sense.
I may be able to type (almost) correctly but it wont make much sense grammatically :P

Assuming you can perform most usual daily functions (such as walking, dialing a phone, using remote control), I'm sure you could.
I suppose it only depends on quite how drunk/high you actually are? But if you're to the point where you can't actually TYPE, it may be a warning sign that something's wrong..

Yep, you sure can. I've had a few beers tonight and I'm feeling no pain. I've had 72oz of beer. That's 6 bottles, 12 fluid ounces each of beer. Bud Ice actually. 5.5% alcohol by volume or 11 proof.
Now, if you see ";al;lskfdjlkdga" then that means you've had way to many or you can't type worth a flip.
Almost forgot. I don't know about being "high" I don't use illegal drugs so I wouldn't know about that.
