i'm 16/f and looking for a cute vest kind of like this

Charlotte Russe has all sorts of vests like that. Or at least, they did last time I was there.


I also saw them at Steve & Barry's, in the section that was designed by Sarah Jessica Parker.

Definetely try those 2 places.
