Okay so my boyfriend and I dry hump or whatever. And we realized that he might actually go in me a little bit so that might be bad...But he wears boxers and bball shorts, and i wear nothing. Weve done that before and I have continued to get my period so I believe its okay as long as you dont do it for too long.... And well we did that in the hottub the other night and i had nothing on and he had his swimsuit (mesh and then fabric) and we didnt do it for that long, so how bad can that be?
should we stop? or is there a safer way to do that same thing but not using a condom, maybe something else?

The best way to go about it is for you to get on some sort of birth control and condoms are a very good thing to use. I suggest you try them or you both have your clothes on so the chance is even smaller.

Try using a condom, or if you don't want that, birth control pills.
