The guy is a flirt, but he makes that obvious. How does that mean he is leading you on? If he isn't leading you on, why would you want to do that to him?

Leading him on, will only let you stoop down to his level. And that level being low only if that flirting with the other girls was intentional. It's almost better to just pretend as if you don't care, because I can tell you right now guys don't get jealous as easily as you think. If you move on, and avoid revenge.. who knows maybe he'll come crawling back to you for attention. Or maybe it wasn't intentional to lead you on. Maybe I'm wrong, I'm just going off myself and others' experience.
