You didn't refer to whether you were male or female or not..
Uhm, if you're masturbating and you're a girl & you bleed, you probably just broke your hymen.
If you're a guy & you're masturbating & you start bleeding, then I'll have to say that's abnormal & that you should probably see a doctor.

(If you are a girl)If you bled the first time you did it, and you had not had sex yet, then yes it is normal because there is a possibility that you broke your hymen (the covering over the vaginal opening, usually broken during sex/sometimes during masturbation). If it continues after that, then no, it is not normal, and you should go see a doctor.
If you are a male...no it is not normal at all and you should see a doctor.

From my understanding, it's not safe either way. You shouldn't be bleeding for no reason, or because of what you're doing. Doesn't sound normal. If this is happenening to you, I recommend getting checked out.
