is it normal for a guy friend to take you out to dinner on your birthday if he's romantically interested in someone else and you and this guy aren't dating?

btw we're both 16

I absolutely do not see anything wrong with it. A friend of mine very recently took me to dinner and a movie for my birthday, and I have a boyfriend of a few years who wasn't present. I thought it was an incredibly generous treat. I wouldn't worry about it. No harm done. :)
