A centralised government, basically, is one where every single government detail is decided/processed in the goverment in the capital.
This means there's no lower level goverment, like county or district councils.
The reason for making a government centralised is that, since lower levels of government are usually elected, the people have less control over government decisions as they are less likely to know very much about someone they elect who isn't from their area.
That's how it worked when it was happening ie. early 20th century dictatorships.
