questions about getting rid of oily skin and acne!

My face looks oily. I've always had dry skin or combination skin. My face is shiny and even after I wash it.
I don't want harsh products that would irritate my skin. I don't want any products that burn the skin, you know?
I also have small bumps on the side of my cheek. How do I go about treating this? It's a lot of small bumps so I don't want to irritate the skin and make it worse. They sort of popped up last month while I was on the pill :/
I've been putting benzoyl peroxide medication on the small bumps for the past week. it's done nothing but bring it to a slight white head.
any tips/tricks?
also, can i buy proactive without getting the whole monthly supply? [i already tried it and my mom doesn't want to pay for it every month] They do sell over a counter in the mall, right? If they do, how much for each bottle?

try washing with soap and water with salt. sounds weird. but salt will exfoliate and get rid of some oils. but don't do that too often. once a week'll do. um.. Oh. during the day, if you're out of the house or whatever. carry a piece of either brown paper bag or construction paper in your purse or whatever and when you go to a mirror and say "oh my gosh. my face is shiny and oily, YUCK!" then just pull out this handy little scrap and wipe your face. Don't put benzoyl peroxide. It will only irritate your skin more and cause mor acne in the end. And when you stop, well, you're screwed.
As for the oily skin, I mentioned a Neutrogena lotion product I use. it helps with the oiliness, even though it does sound ironic. It has something in it that absorbs oil on your skin, thus leaving it less oily. You should be able to buy it in CVS & it comes in a rectangular box .
