Well 2 weeks ago he said he was gonna ask me out just not at the moment and its been 2 weeks and he still hasn't i mean im patient but we always and that i just want to know what do you think is he over me,dosnt he want a gf or want just curious.

or that he is really shy and nervous

I've been in this perdicament before.
I was interested in this guy and he liked me too, but he hadnt asked me out. And one day he was like "when is the right time to ask out someone" and i thought he was gonna ask me out then.

he's prob. waiting for the right time he prob. has to make the right decision if he wants to be with you meaning he doesn't want to ask you out so quickly, get to know him more,hangoutwith him more and then if its been like a month or so talk to him and be like is this going to be a relationship or just friends. just be patient girl if though it sucks to wait but just wait a while, I did and I'm happier than ever =]
