Theres prob. nothing going out with your friend and the girl, i personally think that you friend would tell you if he liked her or that they were going out or something. [ Caileyxxxkill's advice column | Ask Caileyxxxkill A Question ]

If you don't tell her how you feel & just let them get together, you're going to be wondering if she ever did really like you & if you guys could've dated. You definitely don't want that. You should talk to your best friend also & tell them how you feel about the whole situation. Does your best friend even know how you feel? They might not & really have no idea that its bothering you. Your feelings are going to be there until something is solved. Either you have to let them go & move on, or you have to express your feelings to both of them & see what happens. If it doesn't work out, there's nothing wrong with being friends with them & then moving on to someone else.
