That's usually what it looks like if someone uses a caller ID scrambler. Changes are it's just a solicitor or prank call. Don't answer if they call again, just wait for your parents to get home. Remember no one can hurt you over the phone.

tell your parents.
if the person keeps calling.
call the police.
& asking someone else to call it is putting US in danger.

01144 is the code for england, but phone numbers in england only have 6 digits. the actual country cods is 011 and 44 is a specific area, maybe some of the numbers after that like an area code. but that would explain the static.

It's a phone solisitor. (sp) There's probably nothing to worry about. It's just one of those people who try to sell you things over the phone.

What is probably best is to wait for someone else to come home, like your parents (unless you feel it unsafe to wait home alone), and tell them what's up. Have them dial it back, if you are afraid to.
If you are afraid to answer the phone when you see that number, then don't. No sense freaking yourself out.
But just remember, it is only a phone call. No one can hurt you via the phone. Just say "Who is this and why do you keep calling?" You never know, it could be a cell phone number and someone may be broke down on the side of the road and seeking assistance.
But like I said, if you are afraid to answer- then don't. If you get too freaked out, call a friend to come over and sit with you or go to a trusted neighbor's house.
ALWAYS remember that if you feel threatened in any way while home alone, leave the house right away and go to a trusted neighbor's house until someone gets home. Call the police from their house if police assistance is needed.
