Say you are having anal sex, and the penis doesn't go in all the way, and it falls down and then the condom breaks but there was no seman in it and you were on your period, and your still flowing after. can you still get pragnet(sorry can't spell)?

Yes, you can get pregnant from anal sex. When the guy ejaculates, his semen can leak out and get inside of your vagina.
I know you said he didn't come, but his preseminal fluid could have leaked out when the condom broke. Preseminal fluid also has semen so it is possible that it can get you pregnant.
If you were on your period, it could still happen. Your egg can be released on any day of your period, so his sperm could have fertilized your egg if it hadn't been released yet.
You might want to look into buying a pregnancy test in about a week and a half to two weeks just to be sure.

If precum or cum touches the vagina there is still a chance you could get pregnant. If you're worried then get a test done to see if you're pregnant. I doubt you are, however.
