I'm at Wet Seal every week & they have a lot of cute & bright spring dresses. You could also try Forever 21 & Charlotte Russe. I'm not sure how formal it needs to be, but if you need something more dressier, try a department store like Macys or Dillards.

They have girly sections, where they ALWAYS have dresses.
You could also check out American Eagle & Old Navy, because WHEN they have dresses in they're super cute!
