I take a photoshop class I know photoshop forwards and backwards, it is all photoshopped with a tool called blending and possibly another effect called paint daubs. But I would suggest putting lotion on every night to get pretty hands like that. And wash your face every other night (not every night because you don't want to dry your face out)

Okay her hands look STUFFED. Its photoshopped!! and her face is too.
If you want nice hands your gonna have to use a rly good lotion!
Use foundations,powders etc (for your face)

It's very important that you understand how photos you see in magazines and advertisements aren't real. They're touched up. If you search around for image retouching you'll find hundreds of companies that do it, and even artists with portfolios like this one:

First off, the picture is COMPLETLEY photoshopped and air brished to make everything look prettier and softer. However, here is what you can do....
Wash you hands regulary and afterwards use a good and rich hand moisturizers.
If you have hair on your fingers get it waxed (i wouldn't but only if you REALLY want to).
Then get a good manicure, a clean one with a nice colour. No fake nails.
Then wair night time moisturzing gloves. They make your hands so much more soft.
