At prom last year, alot of the highschoolers wore short yet formal cocktail dresses, not like big ballgown dresses, and I plan to wear a short cocktail dress to my prom this year as well.

Sure thing. Simple is good. The important thing is not just to look good, but to feel good and comfortable wearing it.
If not, no point wearing such a nice dress without being able to carry yourself well with it.

If it was for graduation, it would be great if you did. But then again, you don't HAVE too.
Unless your school is similar to mine and they HAVE too.
