If you hit some one over the head and steal their wallet that is a crime where there is a victim. If you rob a bank that is a crime where there are victims cause you scared people and stole money. For example, murder or rape does involve a victim, so wouldn't be a victimless crime. A victimless crime could be buying pirate videos, illegally downloading free music off the internet or moving to another country as an illegal imigrant.
