Mostly vice offenses such as prostitution, gambling, etc. where a crime is committed but no one is harmed.

It's a crime where no one got hurt and no property is damaged. Like disorderly conduct, or prostitution.
If you hit some one over the head and steal their wallet that is a crime where there is a victim. If you rob a bank that is a crime where there are victims cause you scared people and stole money. If you go to a store and steal there is a victim cause the store loses money. If a woman is sexually assaulted she is a victim of a crime.

I don't know for certain, but most likely a crime that doesn't involve a victim. For example, murder or rape does involve a victim, so wouldn't be a victimless crime. A victimless crime could be buying pirate videos, illegally downloading free music off the internet or moving to another country as an illegal imigrant.
