It means something is that appears to be different is actually similar or identical.
On common quarters (I'm using USA coin for example) there is the head of a president and the text "Liberty", on the reverse side there is the eage and the text "Unite States of America". It is true that both sides are different and have dissimilar icons and text- they both have the same function. They act as a symbol of the USA on the quarter and their cost is 25 cents.
So when that quote is said- it means that someone or something that may seem different from others are actually alike.
Two people that come from different background and different race may be the "two sides of the same coin" because they are going through the same situation and experiencing the same difficulties. Appearance doesn't judge the character, personalities does. ]
