Well.
Firstly tell your parents.
Secondly tell the police. I know the police sucks and all but sometimes they do the right thing.
Thirdly, what kind of pussy is that best friends of hers? Cant he just kick his ass or something?
Fourth, why is your sister hanging out with a crackhead in the first place?
You have no idea how big of a problem this can become. Trust me, I know. It can last for years, or turn the hole family rotten.
Tell your father to do something. If there is no father, try a friend of your moms.

Let your sister figure this out for herself. Something like this is something she needs to learn on her own. If you tell her, she won't learn unless she experiences it for herself.

She isn't gonna relize what she is getting herself into. She needs to relize it herself. There is nothing you can do to stop her. Yeah once she hangs around people who aren't very good she will turn out like them. Just hope she dosn't start doing drugs too. If you try talking to her then she will go for him even more so don't try that or else she will cling on.

Your sister's young, and like you said, she doesn't know right from wrong yet. She doesn't know what she's getting herself into. There is NO way for you to explain it to her, she's not gonna understand. This is one of those situations where you gotta let your sister learn for herself. You can't hold her hand all the time & baby her & protect her. Let her grow up, and let her realize what you're trying to teach her. If you just tell her, she's not gonna get anything out of it like she would if she was to learn for herself.
