I'm not sure if this is exactly what you're looking for, but there's layouts called "tiny layouts" and make text appear smaller. It does kind of shrink your whole page.

although theres the code for text, <small>text</small>, the only way that I know of for 'shrinking' your page down, is just getting a layout that's smaller. There's literally a million sites out there.
