bill topic on foreign affairs

i need to have a topic for a bill about foreign affairs and i thought of immigration but some eles is already doing that topic. i need something moderate so that it can pass our school mock congress. Thanks

Some topics you might try are security, trade, diplomacy, middle east, and nuclear nonproliferation. A moderate bill will be one that is beneficial to the US but not bad for anyone else.
