Driving out of state at age 17 with a NJ provisional license

I live in New Jersey. With a Provisional License at age 17, am I able to drive out of state (particularly into NY) legally?

Some people tell me they can, and some they cant. What do you guys know?

Does a Provisional License count as a full license? Will NY honor it?

I understand I cannot drive into the city. Thats not where I want to go.

I'll make this clearer. I am turning 17 shortly. On my birthday, I go for my drivers test. I get a provisional license if I pass. Does that allow me to drive out of New Jersey AT ALL?

You are subject to the VTL (Vehicle and Traffic Laws) of whatever state you are driving in. To drive in NY- you must be at least 16 to get a learner's permit and a full Class D license can be obtained at 18 or 17 with driver's ed...if you do not have a full license it doesn't matter if you are 40; you are not allowed to drive in NY.

The 5am-9pm hours only account for New York State and DJ licenses and Learner Permits- you are NOT allowed to drive a car in NYC at anytime without a full Class D license or whatever the equivalent of that is in your state; as long as it goes with NY's law as well.

NYC does care- driving without a valid license will land you a hefty fine or (and this isn't unusual) an arrest.

You are allowed to drive, but there are many, many restrictions on where and when you are allowed to drive. For instance, you are not allowed to drive between 9PM and 5AM. Make sure you know the rules.
