isis answered Saturday January 6 2007, 5:40 pm: Do you mean a garter? If so, it was used before tights were invented as one way of keeping stockings up, the other was a suspender belt. It's traditionally used now for a bride to wear under her wedding dress. It usually has blue on it somewhere, quite often as a bow. The blue symbolises loyalty and purity.
