garTers are worn at the top of stockings so that they would stay up (since theyre not tights..)

Most people probably don't use them anymore. Basically, it held up stockings back when people didn't have elastic in their socks, or tights. Hope I helped =]

Do you mean a garter? If so, it was used before tights were invented as one way of keeping stockings up, the other was a suspender belt. It's traditionally used now for a bride to wear under her wedding dress. It usually has blue on it somewhere, quite often as a bow. The blue symbolises loyalty and purity.
