Or, you could also just be like,"Hey, want to hang out sometime? Well, here's my number so you can call me if you know if you're allowed or not. ( or you can ask them for theirs so you can be like "can i give you a call about it later? what's your number?" so it seems real casual )
Without an excuse, there's really no other way to get around asking somebody to call you without actually saying it to them. I know it might seem weird or something, but just casually ask them for their phone number and just let them know you want to talk to them later. :]

You can do that casually, if this is someone you like. You could find a good reason for the person to call you (homework help, etc.) and give him (assuming this is a guy, if it isn't, sorry!) your number to him, then you can talk to him about other stuff too.
