Actually, I am pretty sure he can. In law class, we spoke about it, and the guy would be blamed even if he is not legal. I am not 100% sure since this was a while ago, but I am pretty sure he can be.

No. He isn't 18. It's illegal once he is 18, but your mom could punish you and not allow you to see him anymore if she finds out. And you're 15, why do it until you know you are old enough, ready, and in love. If you know you are ready and you deffinately love him then do it, but is it worth getting caught and in trouble?
