"A" with a circle

This has been bothering me for quite a while, what does the symbol with an "A" with a circle around it mean? I know it has something to do with punkish stuff, but what does it actually mean?

they use it on "mind freak" and some Chuck Taylor's.
I've also seen it at some venu's.

The sign does mean anarchy. If you're interested in what the meaning of this is, I will give you a brief description.
