That's because the short answer is, "When you want to."
You should go out with someone when YOU want to, not because you think its expected of you by your friends or your parents.
When the time comes that you do want to go out with someone, you'll likely be assailed with self-doubts. We are all ambivalent about dating someone- dating takes work! There's also the possibility of heartbreak.
But, when the time comes, don't let your fears hold you back or you'll never get anywhere.
Life is about taking risks. The benefits of finding that special someone far outweigh a few broken hearts... believe me.
