After a while of you playing 'hard to get', she may start to like you back. You will know that she REALLY likes you when SHE stops playing 'hard to get'. Then when it's totally the right time, ask her out. Believe me, the only reason your shy is because she makes it seem like shes better than you because she plays 'hard to get'.

Some girls think shyness is cute, so just be yourself and try to start a conversation by telling her how pretty she looks, that you like her hair, or something. Ask her what kind of music she likes, etc, to keep a conversation going. Make her laugh with stupid jokes. By then she would probably think you're funny and cute.. if you keep talking to her, the easier it would be.. And she would know you a little better. Say hi to her every time you see her.
The more you talk to her, the more comfortable you'll feel and the shyness would die down.
And then you could ask her out.
