You could say that that girl just wants to be single right now, that she just wants to be friends w/ him, she doesnt wanna have a relationship because summers coming soon, or she doesnt want to ruin their friendship by going out, etc. etc.
Or, if you want to be completley honest, you could tell him that the girl doesn't have romantic feelings for him, but that he's a great guy & anyone would be lucky to have him.
& make sure you're there for him if he feels down afterward. Let him know that you're there.
