It was the people the train hit and that's what caused the accident!

If that's all the information you have then the ones who ended up dead were most likely people who worked on the train(conductor, other stuff) or were bystanders.

maybe the dude that drives the train and the other crew people idk - you said passengers so yea

The dead ones could be crew and not passengers, maybe driver and guard.
Could they have been dead before they even got on the train, maybe they were dead bodies being transported in coffins for burial in a different part of the country.

They died before the train had the accident. Heart attack or something else.
