if u cant afford photoshop (u better dont)

I believe you can make icons on just about any animation program. I use movies12. It doesn't have the best tools but its good. You make the frames in paint and then put them together in that program. You can download it at [Link](Mouse over link to see full location)
It also gives you a nice toturial. You have to scroll down though so don't freak out when you don't see it at the top. It's the last thing on the page. I hope I helped!

Two programs that come to mind are GIMP and Fireworks - I think you can get GIMP free online but Fireworks costs a lot of money.

Not entirely sure how to *make* them but you can download them. dollidol.com is a good site for little icons which you can download for free.
