most manufacturers recommend every 10,000 miles. but every third oil change is close enough. On my datsun i have kumho racing tires so i rotate every 4 or 5 thousand but on my truck i rotate every 15 to 17 thousand

Around every 3000-5000 miles sometimes more, you should do it whenever you get your oil changed. That's how my parents and brother do it.

i just got a 2005 Mazda RX8 and the tires cost too much to let them wear the wrong way.

I am having the tires rotated at the same time as every other oil change. It costs about $20.

Tires should be balanced when they are mounted on wheels for the first time or when they are remounted after repair. They should be rebalanced at the first sign of vibration. Unbalanced tires can cause vibration, resulting in driver fatigue, premature tire wear and unnecessary wear to your vehicle's suspension.

Have your tires rotated every 5,000 miles and inspected for alignment problems about every 10,000 miles. or once or twice every year. usually around beginning of spring and/or the beginning of fall. hope that helped =)
