but to anwser your question you should pull your bottom eye lid down and apply it slowly on...
maybe on eye liner there are dirrections...idk cuz i all i read on eyeliner is the brand...

LuckyHugs812 answered Wednesday June 15 2005, 6:18 pm: i dunno why, but whenever girls put on make up we have to have our mouths open..it's like a proven fact. but just try to steady your hand, like if you're doing it in the mornings right after you wake up, do other things first so you're more awake when you try doing it thats what i always do. and most importantly take your time!! good luck!
ello_there_matie_lol answered Wednesday June 15 2005, 6:18 pm: just under your eye, pull the skin so the red part shows. on the line where skin and red meet(that should be skin-colored), draw a line with the liner.
**if you want it darker, go over it sveral times.
**if you want it lighter, dont go over it as much
**if you get some on the red part, it wont hurt you
**if you get some on your skin, wet a q-tip to get it off
