If you ask a Level 2 or 3 moderator and send them a link, then they would tell you, since Level 2 and 3 moderators can see who asks each question.

Basically you are at the mercy of the administrators of this site. If somebody sent you something that is legally prosecutable, you can get law enforcement involved in order to do it right.
I would first send a message to the administrator here, asking her for some advice.

You can't. The only way for you to do that is to ask either the person who asked you the question or a level 2 or 3 moderator to tell you who the user is. Other than that, everything is completely private unless they give you their information.

No one can.. the only people on this site who can are level 2 and 3 moderators. I know it sucks but its just how it is! Grr! ♥
