my friend wants to come over, but doesn't have a ride. She keeps telling me to ask my parents, but I'm not going to because it's her parent's responsibility to give her a ride not mine. I kept telling her no and she is buggin me!!ugh! please help!

Just make up any excuse
"I'm sorry 'her name', but my parents are going out or are really busy. Im really sorry, maybe we can do it some other time"

There, very easy. You end the subject and start a new one, that would shut her up.
If she keeps bugging you
"Im really sorry, I gotta go. Tons of homework ,or need to use the bathroom or my mom needs me,etc"

that's really rude.. you shouldn't force her parents to give her a ride if they can't. you can help out by giving her a ride. she is your friend after all right? if you really want her over, you will ask your parents to give her a ride, but if you truly don't then don't bother to ask them. just tell her that they can't and she needs to understand that.

it doesnt matter who gives a ride but it would be nice to ask your parents to give her a ride, if shes you real best friend you would give her a ride

Sometimes it is okay for your parents to give her a ride, but you are right, not always. Tell her that she should ask her parents first for a ride and actually see if they can't before asking you for one.
