I am the same age...and since my friends are 'coming of age' I got them all wild thongs for their birthday as a joke. If you want to surprise her you could throw her a surprise party and invite all her friends. You could also kidnap her, blindfold her, and then drive her to a spa or something similar and pamper her. Hope I helped!

Well, what does your bff love the most? Does she like clothing shoes, maybe jewelery? If you know her likings, that will really narrow down your decision about what you're gonna get for her. Activity ideas? Once again what does she like? You can throw her a swimming party or a bowling party or w/e she likes! If it's an indoor party, make sure to bring lots and lots of food and CANDY! If you're gonna invite lotsa people to the party, make sure indoors is pretty roomy. DON'T schedule a buncha boring games like BINGO or sumthin like that. You should definately hire a DJ for the party to kick it up a notch. If you're gonna invite a DJ, for activities, ther should be a dance off or a dance marathon to make people entertained and busy. JUST A SUGGESTION, and good luck with the party!
