Not all eggs will be fertilized, but it may just be the time they were laid. Usually, my Zebra finches would push the bad eggs out of the nest after awhile. A littel note you may already know, but that killed my first laying female because I didn't. Everytime you turn the lights on and off in their darkened room, the finches think it's a new day. My poor first girl laid 14 eggs in a week. She didn't survive to a hatching. I started reading everthing I could after that. Luckily, I was able to get a new female quickly. Mates will greive themselves to death. My poor boy didn't eat until I brought in the new girl.

They may not be fertilized :/ Try holding them up to the light, if you cant see anything in them then they probably will never hatch.

I once had a couple of love birds that layed eggs. They laid a bunch, 5 or 6, but only three of them hatched. The other 2 or 3 were just sitting at the bottom of the cage for a couple days. We didn't want to move them incase they were just late hatchers, but we eventually had to. The eggs were much to cold to have any luck hatching. This could very well be the case with your zebra finches.

Next time you are breeding them, it would be a much better idea to consult a veterinarian who is familiar with Avians(birds). You could still call a Veterinarian and see what they think. It won't cost you anything just to make a phone call and get some advice.

They're fine. Not all eggs hatch at the same time. If within 2 days they don't hatch hold them up to a light and if you see a big black dot in the middle... it's just an egg and there aren't any babies in there. Hope this helped.
