Bipolar is characterized by the alternation of manic (happy)and depressive(sad) states of mind.
As in 'Bipolar disorder' this type of person swings back and forth between happy goofy periods of well being to sudden sad nasty or 'feeling blue' once the manic state is over. The best way to describe it is the 'manic,or happy period is the "high" for that particular person and once the "high" is over then the "down" time comes.
