Next to the questions, why r there smileys that r either smiling or frowning or in between what do they mean, and can u change them if it is ur question?

it's your question rating. a sad face is for a bad question. and so on and so forth. no you can't change it if it's ur question.

they are ratings for the question. and no you can not change them. and you can only rate questions if you are a moderator.

it is the rating system for the questions on the site... it is all listed in the help/faq for the site...
