i have this friend who i only like as a friend, but he likes me more than a friend. how can i tell him that i only want to be friends without making him mad?

You just say that it isn't going to work out between us and that you'd love to stay friends. It's called the Let's Be Friends Speech. I get it alot. He won't get mad. He'll be sad but he'll get over it.
