As far as the voice thing, take some voice lessons, and you can take some speaking lessons as well, which can help you change the way you sound.

As far as songwriting tips, try checking out these websites:

Well if and when you are in jr.high there should be some type of music class and join that and that should let you follow through steps like that-trix

Maybe you could try an instrament? If you want to sing/ write songs you have to know how to read music. I would suggest studying some music and learning basic notes.

I do the lead vocals for my band, and I usually write about what I'm passionate about. For some, it's political songs, for others it's more personal. Write about what bothers you. Ending a song isn't like ending a story. You can end a song wherever you want.

Songs are like poems; the best ones come from the heart. Songs usually benifit from a strong rythum and ryhme. As for coming up with ideas, well, there are ideas all around you, in the news, in your heart, what's going on with your mates etc. Maybe you could start of by writing about how your disabilities affect you, your life and the people around you.
As for your voice, maybe training would help.

Good luck :)
