I've had dry sex many tiems and I've never thought about it but if a guy only has his boxers on and a girl on has her underwear on could the sperm seep through a girl's underwear?

It's very possible. But for you to get pregnant from something like this is really rare. Sperm can't go through clothes and it dies 30 second after it hits the air. So, if you and him both had underwear on, I don't see how ANYTHING could go wrong. So, no. Sperm can't seep through underwear.
