I'm a 13 year old girl. My best friend is a girl. We've kissed before and I really like it. But she always backs away when I try to kiss her. What do I do to make her want to kiss me again?

You can't make her want to kiss you. The best thing to do is talk to her but don't pressure her. Respect her decision because maybe she didn't feel the same about it as you did.

Unfortunately, you can't make someone kiss you. They have their on decisions. As much as we all want that to happen, you can't just make someone want to kiss you.

You can not MAKE her want to kiss you, nor should you try. You should respect her decision.
You can try to talk to her about it, but you should NOT pressure her. Just because she decided to try it once or even a few times, does not mean she necessarily felt about it like you do, and that should be perfectly alright.
If you really like her, you should respect her feelings.
