Well if you slowly start talking to him, you guys can become friends. Eventually you'll learn whether or not he has a girlfriend.

Well, there is only one thing to do. Find out, be his friend and see if his in a relationship. If he's not become more close to him then soon he'll start liking you. Remember this though. He might not see you as a GF but only a friend or vise versa. Hope I've helped. (:
