Photoshop Lighting Effect Question

How do i get this photoshop light effect? Is it a brush? If so, does anyone know where I can download it?
I have Photoshop CS5

It's really easy to get your answer, since some people here don't know how to deal with photoshop. All you had to do was go on yahooanswers.com, enter your question, and you could've gotten your answer in a hour or 2.
