That means the penis entered the vagina. Unless you are talking to a homosexual person, in which case they mean anal sex (for men) or oral sex (for women).
Oral sex can stand on its own or be an act of foreplay before sex. This means one partner pleasures the other partners genitals with his or her toungue and mouth.
