It depends,If he looks at them everytime you speak, then yes.
If he looks at them a couple times, then you probably aren't speaking clearly.

Historically we are amazing creatures. To this day, men are naturally attracted to us when we are on our periods as it sends off pheromones and subconsciously men are attracted as it is a fertile time. The same goes with lips, the mouth is used for many things, kissing, sexual as well as keeping us alive breathing and eating etc. When he's looking at your lips he's probably thinking 'i want to kiss those!'just like when they look at our breasts, it's the same thing!

When I was younger, I had trouble looking people, especially girls, directly in the eyes when I spoke to them. I outgrew that in time.

I'm back to watching lips more closely these days as it seems the style for young women to speak in a nasally, gravelly voice and I often struggle to figure out what in their world their fingernails-on-a-blackboard speech is all about.

Also, you may be speaking with someone whose hearing isn't good, or who is having trouble understanding due to background noise, etc.

Last but not least, yeah, the person may be thinking about planting a wet one on you.

What is funny about this question is that in Japan, it is rude to look people directly in the eyes. You should peer at their lower jaw instead.

There could be all kinds of motivation for looking at your lips. When I look at girls while talking to them I look them in the eye and sneak peeks at their bodies. I suspect that you perceive that he is looking at your lips but he is shy and actually averting his eyes every now and again.

Also, often times when people are lying they will look down instead of right in a person's eye.

Anyway, if you're interested in him, you're going to have to be more straightforward because guys are dumb at picking up the signals women are giving them.

most of the time, yes.
it could also be that hes nervous to look into your eyes, and he doesnt want to be rude and look at your chest.
or, he could be totally focused on what youre saying.
oh, and if hes deaf.. yeah.
but from my experience, when boys look at my lips when i talk, it usually means that hes into you and would like to kiss you.
good luck ! hope i helped ! and if you need anything else, feel free to inbox me ! xxo.
