My son once came to me with a similar question when he was I think 14 or 15. He didn't have much money and couldn't figure out what to do for his mothers birthday. I had plans to take him and his mother out to dinner to celebrate her birthday.
I suggested that he surprise his mother with a day off. I would help out by taking his mother to the health club for the day, you can substitute someone taking her shopping or something else she would enjoy, while he did all the chores she normally would have done that day, minus cooking diner of course.
It turned out my wife loved her surprise. The laundry was done, the beds were changed, the bathrooms were cleaned and the vacuuming was done plus she had the full beauty and massage treatment at the health club. As a result of my sons' present she ended up with the weekend off as I cooked dinner the next day. This all took place over a weekend as we always celebrate a birthday on the weekend regardless of what day it falls on.
As I said this is something that worked well for my son. It cost him nothing but his time, was non-allergenic and my wife loved it. I'm sure if you decide to do something like this for your mom she will love it too. [ adviceman49's advice column | Ask adviceman49 A Question ]

They have a lot of cute things like picture frames, jewlery, etc. You can even engrave words or phrases in the items, for example "Happy mothers day. I love you" Its not that expensive either.
