Which digital camera should I buy?

I currently have a Sony Cybershot 7.2. I want a new one and the ones I like are the Nikon Coolpix s4000 and the Samsung pl200. Which one is better? I've never had a touch screen camera before, does it work well/easy to use? Also, which one takes better pictures like while moving and stuff? Does the flash not make you blink in both?

i have the nikon coolpix s400 and it is by far the best camera ive ever owned it takes amazing pictures with perfect quality and is simple enough to use. Touch screen is easy to work infact i think its much easier than a regular camera and like i said before the nikon takes amazing pictures there very clear and the flash is not that bright so you should be okay.
