Since I don't know anything about you I'll just throw out a few ideas which you might find useful.
By s.a. I guess you mean south africa?
To apply to school in the usa, the main things you have to start thinking about are taking the SAT reasoning test, SAT subject tests, developing your extracurricular activities and writing essays. US colleges are really expensive for internationals. But private universities with huge endowments (aka ivy league, elite liberal arts colleges, duke etc) can offer really great scholarships. On the flip side community colleges can be cheap if you have connections.
You could also consider scotland which is great for international students. A lot of people apply to places like St Andrews and the University of Aberdeen.
England's ok too. Places like the University of Reading or the University of Warwick are decent with scholarships. London schools are really expensive (by English standards) so be careful with those.
If you're considering the usa, uk or canada I would recommend buying the Fiske Guide on amazon.com or any bookshop. It's comprehensive and reliable and will give you a lot more info than I could. good luck~

I agree with the ninja, and though drunk as hell, I'm gonna fuck you up with some truth-
I live in germany, its bloody expensive. but, if you attend heidelberg untiversity(located in Tiffin, Ohio), you can spend your junior year here in heidelberg germany. and let me tell you, there is no more awesome place to party and expand your mind. My commander found his biologist wife when he was stationed in heidelberg, I've been to the place several times, and I can tell you with full confidence that you MUST go there at least once in your life. you're about eight hours away from every hot location in europe, munich, switzerland, northern italy, paris, amsterdam, brussels.... If I didn't have the love of my life back in the states, I'd be hunting for her in heidelberg. wow, I'm really drunk. anywho, if you want to explore europe, do it on the cheap by going to a place that has a "Juniors abroad" program. its expensive, but well worth it. there is nothing like living in europe.

Unfortunately, when you go to another country to go to school you will pay more than natives of that country. Many schools will subsidize people from their country, but not foreign students.
This means that although tuition at my college is only $4000 a year for me, it costs someone from out of the country over $10 000.
If cost is an issue, you should look at staying home to study.
If it isn't, then start making out a list of places you want to live. Then you can start looking at schools and tuition prices.
